    Towards a European Union Child Basic Income? Within and between country effects

    ABSTRACT: This paper explores the within and between country distributional implications of an illustrative Child Basic Income (CBI) operated at EU level. Using EUROMOD, we establish that a universal payment of €50 per month per child aged under 6 could take 800,000 children in this age group out of poverty. It could be financed by an EU flat tax of 0.2% on all household income, assuming that it would also be taxed nationally as income. Most member states and virtually all families with children aged under 6 would be net gainers. We simulate two versions of EU CBI, with the benefit rate of €50 per month adjusted or not for differences in purchasing power between member states. In general, fiscal flows between member states, and also poverty reduction, would be smaller under the adjusted version. The political feasibility of such a scheme might be questioned, especially within the net contributor countries. Nevertheless, for those seeking ways to strengthen solidarity across national boundaries, a scheme supporting the incomes of families with young children, wherever in the EU they might reside "could be a demonstration of the EU's commitment to children, to the future" (EC 2012a: 62)

    The Role Of Tax And Transfers In Reducing Personal Income Inequality In Europeís Regions: Evidence From EUROMOD

    In this paper we use statistical tools and graphic devices in order to give a comprehensive picture of income inequality levels in a set of 100 EU-15 regions at the end of the XX century before and after the operation of the tax-benefit. Our analysis is based on EUROMOD, the first multi-country tax-benefit model built with a common framework that includes detailed information on taxes and benefits paid and received by individuals and/or households from samples that are representative for the 15 EU countries. Our analysis focuses on intraregional inequality and it explores the relationship between regional inequality levels (both in market incomes and disposable incomes) and economic performance. Our main findings indicate that tax-benefits systems in Europe notably reduce market inequality in all EU regions and that the size of this reduction (i.e. redistributive effect) depends crucially on (i) the market inequality level of the region (positively), (ii) the relative economic performance of the region in the country (negatively) and (iii) the country to which the region belongs.European Union, Regions, inequality, redistribution, economic performance

    Context unification is in PSPACE

    Contexts are terms with one `hole', i.e. a place in which we can substitute an argument. In context unification we are given an equation over terms with variables representing contexts and ask about the satisfiability of this equation. Context unification is a natural subvariant of second-order unification, which is undecidable, and a generalization of word equations, which are decidable, at the same time. It is the unique problem between those two whose decidability is uncertain (for already almost two decades). In this paper we show that the context unification is in PSPACE. The result holds under a (usual) assumption that the first-order signature is finite. This result is obtained by an extension of the recompression technique, recently developed by the author and used in particular to obtain a new PSPACE algorithm for satisfiability of word equations, to context unification. The recompression is based on performing simple compression rules (replacing pairs of neighbouring function symbols), which are (conceptually) applied on the solution of the context equation and modifying the equation in a way so that such compression steps can be in fact performed directly on the equation, without the knowledge of the actual solution.Comment: 27 pages, submitted, small notation changes and small improvements over the previous tex

    OBJECTIVES: Information on the effectiveness of interventions regarding control in closed institutional settings, including prisons, is limited. This study gathered evidence relating to influenza control in an Australian prison. STUDY DESIGN: This study built on a 2009 H1N1 outbreak investigation at the Alexander Maconochie Centre (AMC) in the Australian Capital Territory (ACT). METHODS: Influenza surveillance data, ACT 2010 Inmate Health Survey data, New South Wales 2001 and 2009 Inmate Health Survey data, ACT Department of Corrective Services administrative data, and ACT Health clinical data were analysed. RESULTS: In 2011, the AMC was exposed to influenza virus, resulting in a single case. Public health activities included exclusion of symptomatic cases from the health facility, isolation of cases, and quarantine of contacts. Contact between prisoners and the ACT community was maintained; the AMC detainee visitor rate was one visitor per prisoner every 10 days. CONCLUSIONS: The rehabilitative benefits of human contact for AMC detainees were not compromised during the surveillance period, despite the potential that a higher visitor rate may suggest. This highlights some features of the AMC which make its operational context different from many other correctional settings, but gives some indication of how good public health practice supports human rights.NHMRC (National Health and Medical Research Council of Australia

    Different steady states for spin currents in noncollinear multilayers

    We find there are at least two different steady states for transport across noncollinear magnetic multilayers. In the conventional one there is a discontinuity in the spin current across the interfaces which has been identified as the source of current induced magnetic reversal; in the one advocated herein the spin torque arises from the spin accumulation transverse to the magnetization of a magnetic layer.     Wind speed statistics for Goldstone, California, anemometer sites

    An exploratory wind survey at an antenna complex was summarized statistically for application to future windmill designs. Data were collected at six locations from a total of 10 anemometers. Statistics include means, standard deviations, cubes, pattern factors, correlation coefficients, and exponents for power law profile of wind speed. Curves presented include: mean monthly wind speeds, moving averages, and diurnal variation patterns. It is concluded that three of the locations have sufficiently strong winds to justify consideration for windmill sites

    Possible acceleration of charged particles through the reconnection of magnetic field lines in interplanetary space

    Prominent intensity spikes in the flux of protons and alphas with less than 0.5 MeV per charge were observed in the region several hours behind an interplanetary shock front. The small spatial scale of these events and the high anisotropy of the particle flux suggest local acceleration. The spectra of the particles, which are cut off at equal energy per charge, suggest acceleration through an electric field. The possibility is examined that these events have their origin in active magnetic neutral sheets in the shocked solar wind

    Lateral diffusive spin transport in layered structures

    A one dimensional theory of lateral spin-polarized transport is derived from the two dimensional flow in the vertical cross section of a stack of ferromagnetic and paramagnetic layers. This takes into account the influence of the lead on the lateral current underneath, in contrast to the conventional 1D modeling by the collinear configuration of lead/channel/lead. Our theory is convenient and appropriate for the current in plane configuration of an all-metallic spintronics structure as well as for the planar structure of a semiconductor with ferromagnetic contacts. For both systems we predict the optimal contact width for maximal magnetoresistance and propose an electrical measurement of the spin diffusion length for a wide range of materials.Comment: 4 pages, 3 figure

    Development of a breadboard model correlation interferometer for the carbon monoxide pollution experiment

    The breadboard model of the correlation interferometer for the Carbon Monoxide Pollution Experiment has been designed, fabricated, and tested. Laboratory, long-path, and atmospheric tests which were performed show the technique to be a feasible method for obtaining a global carbon monoxide map and a vertical carbon monoxide profile and similar information is readily obtainable for methane as well. In addition, the technique is readily applicable to other trace gases by minor instrumental changes. As shown by the results and the conclusions, it has been determined that CO and CH4 data can be obtained with an accuracy of 10% using this technique on the spectral region around 2.3 microns

While the latter can be relaxed, the Principle of Relativity is seen as core to the transformation. The present letter relaxes both statements to the weaker, Symmetry of Reference Principle.
